Pursuant to the Colorado Open Records Act, I hereby request the following records:

+ All emails, letters, training materials, meeting minutes, bulletins, pre-action reports, after-action reports and any other communication using the terms "Gang Unit", "Intelligence Unit" or "Gang/Intelligence Unit" as well as the words "protest" received or sent by or sent between any member(s) of the department between August 1, 2012 and August 10, 2015;

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

As these records are for public purpose, I request that the fee be waived or reduced under the Colorado Open Records Act, 24-72-205 (4) "Such fee may be reduced or waived by the custodian if the electronic services and products are to be used for a public purpose, including public agency program support, nonprofit activities, journalism, and academic research."
Also, please understand that any costs for search or retrieval are limited to materials discoverable.

As a resident and taxpayer of the City of Denver, i have the right to inspect public records which are paid for by my tax dollars. I am a working class person with a monthly income of approximately $1100. The fee of over $4000 to begin complying with my request is prohibitively expensive as it amounts to over three months of income for someone of my economic standing. Regardless of my income, i have the right to inspect public records. I ask that a reduction or waiver of fees be put in place in regards to my request. The Colorado Open Records Act was not intended to apply only to wealthy individuals who can afford exorbitant fees. As a Denver resident with a very modest income, i am asking for a way to recieve records responsive to my request that is appropriate to my low income status and that ensures public records access is consistently available to all persons regardless of income.

In response to my appeal, you wrote:
"Should you choose to modify the scope of your requests, we would be happy to adjust the related estimates."

Shortly after receiving your first response to this request in August, I filed a number of more specific requests. To date I have filed ten more specific requests to the Department, and I have received no response to any of these requests, nor any responses to my follow ups on these requests (my understanding is that Colorado open records law requires a response to a request within three days.)

Can you confirm that the department is aware of my ten more recent requests? Or can you inform me of why my ten more recent requests have thus far been ignored?

Please let me know when I can expect a response from the department in response to these ten requests which have not been acknowledged thus far. These are the titles and dates of the 10 ignored requests I have filed to DPD in recent weeks. These requests and their dates/chronology are publicly visible and archived on muckrock.com

I have filed ten requests much smaller in scope, in accordance with your helpful advice, and yet those requests seem to have been ignored. I am starting to become concerned. Please let me know when I can expect records responsive to these requests, or when you or the police department can communicate to me that these requests have been acknowledged.
