To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

All communications between the Army's Small Unmanned Aircraft Systems (SUAS) Project Office, located in Huntsville, AL and the 401st Army Field Support Brigade regarding the shipment of 3 RQ-20 Puma AE Drone Systems.

Per an inspector general report (see http://www.dodig.mil/pubs/documents/DODIG-2015-126.pdf): "According to 401st AFSB officials, three drone systems, after use at Camp Leatherneck, Afghanistan, were to be returned to the Small Unmanned Aircraft Systems (SUAS) Project Office, located in Huntsville, AL, for reset. For return to the SUAS Project Office, 401st AFSB officials stated, the three systems were to be transported from Camp Leatherneck to KAF RPAT then to BAF RPAT and finally to Huntsville, AL. [....] Ultimately, on September 2, 2014, representatives from SUAS Project Office contacted the 401st AFSB COR at BAF to state that the systems arrived in Huntsville, AL."

Given that this FOIA is submitted in my capacity as a journalist who has covered the federal government extensively, I request that I be categorized as a media requester for the purpose of fees. Here is a selection of my published articles on MuckRock:

Charmaine - they didn't state any records. They are asking for all reports
the PM did for 15 years. They have to be more specific. This is an
open-ended request.

This is the request:
All annual, semi-annual, quarterly, monthly, and/or weekly reports completed
by the Army Unmanned Aerial Systems office from January 2000 through July
2015.

We need something more specific, i.e., what kind of reports and exactly what
type of information is the reporter looking for especially when it covers 15
years' worth. Also depending on what type of reports, the current owning
organization of those reports should be the ones to disclose it. Most of our
reports are in response to a tasker or query from a higher organization;
therefore, I think that whoever is the recipient of those reports (the
current owning organization) are the ones who has to approve release of
them.

There's no way to approach this unless we know what specific information
they are looking for.

From: USARMY Redstone Arsenal IMCOM Mailbox FOIA Request

Good Morning Mr. Musgrave,

I apologize for the delay in response to you on behalf of the FOIA office. The organization has gone through some personnel changes since your initial request.

Please be advised that due to the large number of drone systems returned to PM UAS more information is needed to determine which drones you are requesting specifically.

The FOIA requires that requests describe the records sought with sufficient detail to allow an agency employee familiar with the subject area of the request to locate the records with a reasonable amount of effort. Your request does not adequately describe the records sought, therefore, we are unable to process it at this time. If you wish to pursue your request, please provide more specifics e.g. serial numbers, so that the organization can better assist you.

Thanks.
