To Whom It May Concern:
Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:
Request for Production of Documents Pursuant to RCW Ch. 42.56
I hereby request any records -- correspondence, letters, writings, emails, recordings, memos, notes, or documents of any kind, whether in printed or electronic form -- containing Kittitas County Public Utility District customer concerns or complaints about AMR digital power meters, from January 2010 to present.
When I refer to “concerns or complaints,” I am referring to any and all PUD ratepayer comments about cost, billing, accuracy, safety, privacy, security and health concerns regarding the AMR electronic meters that replaced the meters in service prior to AMR meter installations.
Please provide electronic records in their native electronic format (i.e., do not create new records by printing, then digitizing, electronic records).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,
Annette Huenke

Annette,
I would like to clarify a couple of things:
1) Per WA state law we are not allowed to disclose any customer addresses so I will be redacting any of those.
2) I am very concerned over any customer names being disclosed as we do not have their permission to do so. There is no exemption but it is a valid concern of ours. Would you consider allowing us to redact customer names? Would this inhibit the information that you are looking for?
Thanks in advance for any guidance on this. We are about ¾ of the way through your request so we are getting very close.

Hello Kelly.
I am willing to conditionally accept your response to my records request with names redacted, however I respectfully reserve the right to subsequently request said records without redaction of names; please leave my request open for a reasonable amount of time, until I’ve had a chance to determine whether or not that will suffice.
Also, I wish to confirm that the records I have requested are subject to DAN GS50-18-10 and DAN GS2012-041, which requires your agency to retain these records for 6 years.
Thank you for your assistance.

Annette,
Thank you for your response. We are subject to both of the DAN’s you cite.
Thanks for your consideration on customer names and I acknowledge your right to later request names.
You should have your documents very soon.
