Pursuant to the Vermont Public Records Act, I am requesting records relating to driver's license database software. DMV signed a contract with Valid, Inc. to provide such software in July 2018 (https://www.burlingtonfreepress.com/story/news/2019/08/05/vermont-dmv-made-facial-recognition-mandatory-despite-ban-gov-scott/1793412001/).

Specifically, I am requesting:
1) Any requirements documents, which discuss what the software should be capable of, how it should work, etc.
2) A copy of the RFP (request for proposal) put out for the software.
3) Copies of all responsive bids, whether they were winning bids or not.
4) Any marketing materials provided by bidders (such as, but not limited to, brochures or fact sheets).
5) A copy of the contract signed with Valid, Inc. for the software.
6) Any/all technical documentation regarding the functioning of Valid, Inc's software.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hello, this is an appeal of a response I received from your agency to a records request under the Vermont Public Records Act. I am not aware of a reference number, but the request was filed 8/21/19, and I received a response on 8/23/19. It concerned drivers license database software, and should be reproduced below.

The request asked for six items, listed in a bulleted, numbered list from 1 to 6. However, I only received responsive documents for three of the items, and no reason was given for the exclusion of the other three items. Furthermore, several of the responsive documents contain extensive redactions totaling hundreds of pages; however, there was no explanation for why the information was redacted under Vermont law.

This appeal requests that you review the unexplained redactions and explain why the information was removed. If, for a given redaction, there is no applicable exemption under the Vermont Public Records act, then please provide a copy of the document with that information included.

As for the documents that were excluded in full, I will file a follow-up request in the coming days seeking only those missing items. In order to avoid duplicated work, please limit this appeal to only a review of the unexplained redactions.
