Re: OJP FOIA No. 16-00004

Dear Mr. Coady:

This is to acknowledge receipt of your amended Freedom of Information Act/Privacy Act request dated October 2, 2015 and received in the Office of Justice Programs (OJP), Office of the General Counsel, on October 2, 2015, in which you requested:

All correspondence, agreements, contracts, written or electronic communications, plans, inquiries, requests, rental or legal agreements between the Department of Justice, Attorney General's Office, and Fannie Mae or any other governmental or private agency, including Huron Consulting and Pathstone Partners, specifically relating to 1304 W. Waveland, Unit 1, Chicago, Illinois 60613.

The records you seek require a search in another Office, and so your request falls within "unusual circumstances." See 5 U.S.C. ยง 552(a)(6)(B)(i)-(iii). Because of these unusual circumstances, we are extending the time limit to respond to your request beyond the ten additional days provided by the statute. We have not yet completed a search to determine whether there are records within the scope of your request. The time needed to process your request will necessarily depend on the complexity of our records search and on the volume and complexity of any records located. For your information, this Office assigns incoming requests to one of three tracks: simple, complex, or expedited. Each request is then handled on a first-in, first-out basis in relation to other requests in the same track. Simple requests usually receive a response in approximately one month, whereas complex requests necessarily take longer. At this time, your request has been assigned to the complex track. You may wish to narrow the scope of your request to limit the number of potentially responsive records or agree to an alternative time frame for processing, should records be located; or you may wish to await the completion of our records search to discuss either of these options.

We have not yet made a decision on your request for a fee waiver. We will do so after we determine whether the processing of your request will result in any assessable fees. As a "representative of the news media," you will not be charged search fees.

I regret the necessity of this delay, but I assure you that your request will be processed as soon as possible. If you have any questions or wish to discuss reformulation or an alternative time frame for the processing of your request, you may contact me by telephone at (202) 307-6235, via e- mail at Tyra.Wiseman@usdoj.gov<mailto:Tyra.Wiseman@usdoj.gov>, or you may write to me at OJP, 810 7th Street, N.W.,
Washington, D.C. 20531. Lastly, you may contact our FOIA Public Liaison at the above telephone number to discuss any aspect of your request.

Sincerely,

/s/

For clarification: Is there a specific timeframe? If you have any additional information to assist us with the search of our records, would you please provide it? Is this matter pertaining to a Bureau of Justice Assistance grant?

Thank you

Thank you for your response. The Office of Justice Programs (OJP) is a grant making component within the Department of Justice. To assist us with a search of our records, is this matter pertaining to an OJP grant application?

Thank you

From: E. Coady

This request is unrelated to an OPJ grant request. It is related to Fannie Mae's acquiring of mortgage following the death of the unit's former owner John Lundeen, Fannie Mae's subsequent purchase of unit, the foreclosure of unit and its subsequent occupancy by government contractor Lonnie Yates of Huron Contracting, the leasing of unit by Jeff Dineen of Pathstone Partners, government electronic and audio surveillance from the unit with the use of bundled coax cables, any directives between governmental offices, specifically the Attorney General and Fannie Mae and Department of Homeland Security, the initiation and test results related to remote neural monitoring from within this unit, and and any and all communications regarding the order, execution, authority, purpose and results of said surveillance, including target name, audio and video surveillance, receipts for materials, payments for contractor hours, specific services rendered, and anything else documented with regard to said unit, 1304-1 W. Waveland Avenue, Chicago.

Thank you for allowing me to clarify.

Sincerely,
