Pursuant to the Washington Public Records Act, I hereby request the following records:

Copies of emails sent to, from, or through the High Tech Crime Consortium ListServ. The emails may be identified by having one or more of the following:

* A sender with a display name of either "High Tech Crime Consortium Listserv" or "High Tech Crime Consortium"
* A subject containing either "HTCC" or "[HTCC]"
* Sent to or from an email address containing "htcc" or hightechcrimecops.org

You may limit this request to records generated between April 1, 1998 and the date of the processing of this request.

I am a member of the news media and request classification as such. I have previously written about the government and its activities, with some reaching over 100,000 readers in outlets such as Gizmodo, MuckRock, Motherboard, Property of the People, Unicorn Riot, and The Outline, among others. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established. In addition, I discuss and comment on the files online and make them available through non-profits such as the library Internet Archive and the journalist non-profit MuckRock, disseminating them to a large audience. While my research is not limited to this, a great deal of it, including this, focuses on the activities and attitudes of the government itself. As such, it is not necessary for me to demonstrate the relevance of this particular subject in advance.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This letter acknowledges and responds to your public records request received by the Tacoma School District on August 10. It is my understanding that you are seeking the following records:

We are currently looking for additional responsive records and at this time I estimate that it will take approximately 30 days to gather records for your first installment. This estimate is based on the number of previously pending public records requests that our office is responding to, the time needed to locate and assemble the records requested, the need to determine whether any of the records are exempt from public disclosure, as well as other work for which I am responsible. I will contact you on or about September 16, 2020 regarding the status of your request.

There are no records for parts A and C. Please find all emails with subject containing HTCC. Please note that HTCC stands for Health Technology Clinical Committee in these emails. There were no emails where HTCC stood for High Tech Crime Consortium.
Based on the District's understanding of your request, I believe we have now completed our search and provided you with all records that we have been able to locate that are responsive. Please promptly let me know if you believe we have misunderstood your request in any way or if you believe that we have not adequately responded to your request and I will be happy to assist you further.
