Pursuant to the Ohio Open Records Law, I hereby request the following records:
Materials related to the investigation of the March 1, 2006 released of a list of 1.2 million Social Security numbers of Ohio citizens on a website along with their business filings by Ken Blackwell's office.
I am a member of the news media and request classification as such. I have previously written about the government for AND Magazine, MuckRock and Glomar Disclosure. My articles have been widely read, with some reaching over 100,000 readers. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

The Ohio Attorney General's Office, Bureau of Criminal Investigation (BCI) received on 11/17/2016, your public records request. Specifically, you requested the following:

Your request is being considered under the Ohio Public Records Act codified in Ohio R.C. 149.43. We are currently reviewing BCI records to determine whether there are any that respond to your request and whether disclosure is permissible under applicable state and federal laws and regulations.

I am appealing the decision to deny my request, as I did not address my request to the Bureau of Criminal Investigation. Further, an investigation was publicly stated to have been launched by Jim Petro, then Republican Attorney General of Ohio, who cited a legal requirement to "investigate any state entity where there may be a risk of a loss of private data."
