Pursuant to the New Mexico Inspection of Public Records Act, I hereby request the following documents:

A list of all personalized license plate number applications that were rejected for the year 2013.

-The reason for the rejection of the personalized plate.
-The vehicle make and model.
-The City and County where the applicants vehicle would be registered.

I am NOT looking for any personal identifiable information such as first and last name, street number, street name.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law..

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

Please be advised that pursuant to the New Mexico Inspection of Public Records Act 14-2-9 C."A custodian: (1) may charge reasonable fees for copying the public records, unless a different fee is otherwise prescribed by law; and (5) may require advance payment of the fees before making copies of public records;" Therefore, any records will be charged a fee of $.25 a page. You will be notified in advance of the copying fee, if any records are located. Also, pursuant to 14-2-9 B."A custodian shall provide a copy of a public record in electronic format if the public record is available in electronic format and an electronic copy is specifically requested. However, a custodian is only required to provide the electronic record in the file format in which it exists at the time of the request." Attached are the requested records in pdf format.
We have determined that parts of the records are confidential in accordance with NMSA 1978, § 66-2-7.1. Personal information, such as addresses are confidential information and have been redacted. Responsive documents were emailed on August 5, 2014.

Your email dated August 7, 2014 requests the Taxation and Revenue Department ("TRD") provide you with the following:
"What I am primarily looking for is a list of rejected 'vanity' license plates in 2013, a list which isn't included here. Please send such a list over"

Pursuant to the Inspection for Public Records Act ("IPRA") NMSA 1978, § 14-2-1A (12), "[e]very person has a right to inspect any public records of this state except . . . as otherwise provided by law." However, § 14-2-8. Procedure for Requesting Records. B. states as follows: "Nothing in the Inspection of Public Records Act shall be construed to require a public body to create a public record." You are requesting a report which we have determined does not currently exist and would, therefore, require the Motor Vehicle Division ("MVD") to create a new public record. We are, therefore, unable to provide for inspection of the records that would include the information that you have requested.
