Please provide a complete list of intentional radiators and radiolocators, also known as TTWS (Through The Wall Sensors) and as STTW (See Through The Wall) sensor devices as in, but not limited to, these ManTech Advanced Systems International, Inc. reports.

The reports were prepared by ManTech Advanced Systems International, Inc. for the United States Department of Justice Office of Justice Programs, National Institute of Justice (NIJ), Sensor, Surveillance and Biometric Technologies (SSBT), Center of Excellence (CoE).

The devices are generically known as Through-The-Wall-Sensors (TTWS). If the Borough of Etna has a different assignation for these devices, please let me know the correct terminology.

- frequency parameter(s)
- power of operation parameter(s)
- emission parameters
- FCC ID of the devices
- equipment classification
- equipment descriptions
- FCC Rule(s) under which the device(s) operate

- Under equipment classification, if you would please designate what kind of RADAR the device is, whether the device is classified as a Doppler RADAR, a pulsed Doppler RADAR, a stepped-frequency RADAR, a continuous wave RADAR, an ultra-wide band RADAR or a combination of these.

- Please provide a copy of the FCC Licenses, FCC Experimental Licenses and FCC Waivers issued to the Borough of Etna, to the Borough of Etna Police Department, to the Borough of Etna Fire Department and/or to the Borough of Etna Public Safety RadioPool and their representative agents, to operate such equipment.

- Please provide a copy of the documents describing the restrictions placed on these intentional radiators and radiolocators.

- Please provide a copy of the FCC rules restricting after market modifications of these intentional radiators and radiolocators.

- Please provide copies of the documents under whose Authority these devices are being used, such as the Department of Justice (DOJ); the National Institute of Justice (NIJ); the National Security Agency (NSA); the Department of Homeland Security (DHS) or any other Authority.

- Please enumerate the intended purpose and reasons such intentional radiators and radiolocator devices are used by the Borough of Etna, the Borough of Etna Police and the Borough of Etna Fire Departments and/or the Borough of Etna Public Safety RadioPool and their representative agents and if a Search Warrant is required or has been requested for these See Through The Wall / Through The Wall Sensor devices.

- Please provide the cost of the intentional radiators and radiolocator devices and from whom they were purchased.

- Please provide any shared cost or funding for the intentional radiators and radiolocator devices and by whom or by what Agency or Agencies the costs were shared.

- Please provide the names of the manufacturers of these intentional radiators and radiolocator devices.

- Please provide a copy of the service contract for the equipment, such as for repair(s), if the equipment malfunctions or breaks.

- Please provide a list of all TTWS Operators authorized to use these intentional radiators and radiolocator devices and the training that is required to operate such devices.

- Please provide the Chain of Custody logs for all of the TTWS intentional radiators and radiolocator devices and equipment.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The attached ~WRD374 document is corrupt and cannot be opened.

It is a jaw dropping thought that the Borough of Etna has no RADAR devices.

Wikipedia has a wonderful, well cited article on RADAR:

"Radar was developed secretly for military use by several nations in the period before and during World War II. The term RADAR was coined in 1940 by the United States Navy as an acronym for RAdio Detection And Ranging.” https://en.wikipedia.org/wiki/Radar

Would the Borough of Etna's Freedom of Information Officer, Secretary, Borough of Etna Manager, please check the equipment closet and check with the Police Department and check with the Fire Department to make certain that there are no radiofrequency type devices of any kind as part of their arsenal.

Repeated requests can be denied. There was no attachment so nothing was corrupt, the email response stated that the Borough of Etna does not own TTWS sensors so all information requests have been responded to.
