The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

The 'DENIAL' to the above Freedom of Information request is unacceptable, as the 2 citations' fines were for $1,000 each, (please refer to CITATION NO. P9505780-4 and CITATION NO. P9505781-5).

The Borough of Etna incident report number 13-1667 is integral to understanding the $2,000 fine, what I consider extrajudicial and onerous.
