From: Emma North-Best
To Whom It May Concern:
Pursuant to the Colorado Public Records Law, I hereby request the following records:
Copies of any internal manuals, instructions, forms or checksheets for how the law enforcement agency processes records requests.
I am a member of the news media and request classification as such. I have previously written about the government and its activities, with some reaching over 100,000 readers. As my primary purpose is to inform about government activities by reporting on it and making the raw data available, I request that fees be waived.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.
Sincerely,
Emma Best

To Whom It May Concern:
I wanted to follow up on the following Colorado Public Records Law request, copied below, and originally submitted on July 14, 2018. Please let me know when I can expect to receive a response, or if further clarification is needed.
Thanks for your help, and let me know if further clarification is needed.
From: Denver Police Department
Good Afternoon Ms. Best:
Please accept this response to the attached two requests you submitted to the Denver Police Department. Again, please submit any future requests for records directly to me via email for prompt response. There is no "CPR Office" within the Denver Police Department and when the mailroom receives your requests they get shuffled throughout the Department.
You requested copies of the Department's "internal manuals, instructions, forms or checksheets" for how records requests are processed. Please see Denver Police Department Operations Manual Section 109.04 Availability of Information Contained Within DPD Criminal Justice Records, a copy of which is attached and is available on line at denvergov.org/police. Retrieval, review and redaction of the remaining records responsive to your request is estimated to take 3 additional hours at a cost of $30 per hour. If you are willing to accept those costs, please advise and we will proceed with completing your request.
