Good afternoon -
I respectfully disagree that my request requires the creation of new records. At a technical level, the records that I am requesting are stored within an email system much in the same way as the contents of an email are. In other words, where an email's body would be stored within an exchange database as its own discrete field, so would the metadata pursuant to my request. As such, no new records would need to be created, as they are already created through the processing of the emails through your email servers.
If you would like any technical documentation from Microsoft to show that this is the case, please let me know.
Thank you and regards -
Matt Chapman
