Pursuant to the Wyoming Public Records Act, I hereby request the following records:

Monthly electronic listings of all employees of the Wyoming Executive Branch from January 1, 2010 to December 31, 2018. Specifically, I am seeking electronic listings of all individuals employed within the offices of the Governor and Lieutenant Governor and all state agencies, commissions, and departments for each month from January 1, 2010 to December 31, 2018.

For each month, I’m seeking a spreadsheet, database, or delimited text file(s) — not paper records or a PDF created from data — with the following fields for each employee: full legal name, unique employee identification code, title, department or agency, race, gender, full-time/part-time status, location, hire date, termination date, and gross annual salary. If you cannot produce any of these fields, please let me know and generate only the available variables.

If these data are not available at monthly intervals, please produce the datasets at the most frequent interval possible. For example, if the data is not available monthly, please produce the data at quarterly intervals.

In addition, please include any lookup tables that may be needed to interpret the data. For example, if departments are listed with codes linked to a separate table, I will be happy to join the records myself, rather than require your staff to do so.

I am comfortable working with large data sets and can receive the records in a variety of formats (.dbf, .csv, .mdb, etc).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

· We can provide the data on an annual (calendar year) basis for
2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017 and 2018.

As you know from your previous request, we are not able to provide the
other data fields requested because this data is either protected (part of
a personnel record) or is unavailable in our system.

This is a large request and involves older data (over 10 years old), so may
take some additional time. We will begin pulling these fields now and plan
to provide you the information no later than July 8th.

Thank you again for your recent public records request. We were able to
complete a piece of your request. Attached please find 2017 and 2018 State
of Wyoming wage reports, which include the following fields:

- Department Code (Agency Number)
- Agency Name (Home Department Name)
- Full legal name (First and Last Name)
- Title / Title Code
- Hourly or salaried (Payroll Number Code)
- Hire date
- Work location (City and State)
- Salary (Annual Gross Amount)
- The data provided is on a calendar year basis for 2017 and 2018.

We did not provide the other data fields requested because this data is
either unavailable in our system or is protected (part of a personnel
record).

Like last time, I wanted to provide some clarification as you review the
information. Some employees are listed multiple times, this indicates the
employee: (1) changed job positions (ex. promoted); (2) moved from hourly
to salaried (or vice versa); or (3) changed their name during the
calendar year.

We are continuing to compile information for 2010, 2011, 2012, 2013, 2014,
2015 and 2016. As I mentioned in my previous email your request involves
older data (over 10 years old), so may take some additional time.

We will try to provide you the remaining information (2010-2016) no later
than July 8th.

We have completed your public records request. Attached, please find
reports from 2010 through 2016.

Please note: We were not able to provide all fields requested (like before)
and some employees are listed multiple times which indicates the employee:
(1) changed job positions (ex. promoted); (2) moved from hourly to salaried
(or vice versa); or (3) changed their name during the calendar year.
Additionally, you may find some "Title" fields labeled "Title Not
Available" in older reports, this means the position "title" no longer
exists within the current State of Wyoming position classification tables
and the old/out-dated title was removed through system upgrades and
associated data conversion processes.

Hi Eydie,

I hope you had a good holiday.

I am following up on my request from this summer. I am interested in determining whether a given employee is in an "at will" position. Is it possible to determine whether a given title code is "at will" or not using the data I received in July? If not, does there exist a crosswalk that maps job title codes to at will status?

Please just let me know if it would be easier for me to submit a new request.

Hi Ben,

Thank you for your email and request for additional information. Position
classification, title codes and "at will" status is determined and managed
by the State of Wyoming, Department of Administration and Information.
They have information posted about job titles and classifications here:

I reached out to them to see if there was a crosswalk and learned the
following: Unfortunately, there is no crosswalk. There are statutes and
guidelines that require that any position with a total job evaluation score
above a certain threshold should be "at-will". Therefore, "at-will status"
is not necessarily job title or class code specific, but rather position
specific. Most "at-will" positions appear around the 12-13 classification
level. The one group that is consistently "at-will" are those positions
classified in the Executive Occupational Group. Here is a link to the

A&I does have a website where you can search "class title" and then look at
the title to see if it has an assigned "at-will" status:

*Example:* The first class title that appears on the website is "Associate
General Counsel" - if you click the title and scroll to "notes" it reads:
"Employment is "at will"."
