The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

Dear Requester,
I write in response to your public records request of July 31, 2018, in which you requested the following:
Pepsi: - A copy of the contract -Any and all invoices related to the contract -Copies of all bids for the contract
These records have been released to the University of Wisconsin-Madison Public Records Center. Click the link below to login and retrieve your records. (https://universityofwisconsin.mycusthelp.com/WEBAPP/_rs/CustomerIssues.aspx) Note that the university has withheld portions of these records, specifically the account number, invoice number and the license number of the vendor number associated with the invoices due to our concern that release of these  pieces of information could be used to commit financial fraud against the university. The university has made the determination that the public interest in preventing financial fraud against a state agency is great and heavily outweighs the public interest in a specific account number. These numbers have little or no independent value to the public, especially when the identities of vendors and the nature of their business with the state are subject to public release. However, while of little public value, these pieces of information could be used in attempts to defraud the university or our vendor partners. While we are not claiming that you pose a specific or known threat to the university, once subject to public release, the university has no control over how the information or records are used. Individuals intent on committing fraud against the university may attempt to use the information to commit such a financial crime. The university does receive fraudulent invoices o a regular basis, in fact we’ve received more than 100 in the last year. Releasing account, invoice or license numbers might legitimize an otherwise fraudulent invoice presented to us for payment, resulting in theft from a state agency.   The university has a responsibility to be good stewards of public money by taking small precautions to avoid enabling financial fraud. The university is required to inform you that to the extent that this amounts to a denial of your request, it is subject to review by mandamus under sec. 19.37(1), Wis. Stats., or upon application to the Attorney General or District Attorney
