Public Records Request: P001232-073020

RE: PUBLIC RECORDS REQUEST of July 30, 2020. Reference # P001232-073020. Dear Requester, I am writing in response to your public records request of July 30, 2020, in which you requested the following: Any emails to or from Jan Miyasaki to or from any of the following: Lisa Graves, Arn Pearson, David Arniak, and Don Wiener from January 1, 2020 to [July 30, 2020, the date of your request]. Additional information is needed from you in order to appropriately process your request. To be sufficient, a request must have “a reasonable limitation as to subject matter and length of time” and must reasonably describe the records you are requesting. Wis. Stat. §19.35(1)(h). This is intended to prevent the records custodian from having to guess at what records a requester desires, and to avoid imposition of undue burdens on the university that would impair the functioning of the offices necessary to process the request. Simply requesting “any emails” is not specific enough and does not provide sufficient information in order to conduct or direct a search that would identify records responsive to this request. In order to search for responsive records, you will need to provide terms or phrases you would like searched within these emails. Please provide the terms or phrases you would like included in this search by August 5, 2020, or your request will be considered withdrawn and closed. Sincerely, Elizabeth Wilkerson Assistant Public Records Custodian Office of Compliance University of Wisconsin-Madison

Public Records Request: P001828-073021

RE: PUBLIC RECORDS REQUEST of July 30, 2021. Reference # P001828-073021. Dear Requester, I am writing in response to your public records request of July 30, 2021, in which you requested the following: Any emails to or from Jan Miyasaki to or from any of the following: Lisa Graves, Arn Pearson, David Armiak, Don Wiener from January 1, 2020 to [the date in which you submitted your request, July 30, 2021]. Emails referencing "Sourcewatch, " "PR Watch, " or "the Center for Media and Democracy." Because you are the individual requesting these records, the university has not redacted your personal contact information where they appear in the records. Access the Public Records Center to download the responsive records. The university has redacted other individuals’ personal contact information pursuant to Wis. Stat. § 19.36(10)(a) and pursuant to the balancing test inherent in the Wisconsin public records law. With regard to the redactions made pursuant to the balancing test, we have concluded that the public interest in this information is outweighed by other public interests favoring the protection of such information. While the identities of persons communicating with university employees is the type of information the public has an interest in, there is no similar interest in the personal contact information of those individuals. Given the negligible public interest in this information, its tangential connection to the conduct of government business and mindful of the fact that when subject to public release, personal contact information may be used to harass, this information has been withheld. The university is required to inform you that to the extent this amounts to a denial of your request it is subject to review by mandamus under Wis. Stat. § 19.37(1)(a) or by application to the attorney general or district attorney pursuant to Wis. Stat. § 19.37(1)(b). The university has responded to your request and it is now closed. Sincerely, Elizabeth Wilkerson Assistant Public Records Custodian Office of Compliance University of Wisconsin-Madison
