Pursuant to the Wisconsin Open Records Act, I hereby request the following records:

1) All contracts, statements/scopes of work, memorandums of understanding, or privacy agreements between the department and Idemia regarding mobile drivers licenses, digital identity products, or automated driver tests.

2) All successful bidding documents submitted by Idemia a in response to RFPs for mobile drivers license, digital identity products, or automated driver tests.

3) All advertising brochures, presentations, marketing communications, or other promotional material sent to the department by Idemia regarding mobile drivers license, digital identity products, or automated driver tests.

I ask that all fees be waived as I intend to use the requested records to further public understanding of government functions and not for any commercial purpose. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.

Should you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Response: DOT has no contract, SOW, MOU or privacy agreement with Idemia for mobile driver licenses, digital identity products or automated driver tests.

1. All successful bidding documents submitted by Idemia in response to RFPs for mobile drivers license, digital identity products, or automated driver tests.

Response: Attached is Idemia's response to Request For Proposal (RFP) #510237.

1. All advertising brochures, presentations, marketing communications, or other promotional material sent to the department by Idemia regarding mobile drivers license, digital identity products, or automated driver tests.

Response: The Wisconsin Department of Transportation (DOT) is currently reviewing information submitted by Vendors in response to the request for information (RFI) for Driver License and Identification (DL/ID) Card Issuance, Customer Flow Management (CFM) and Appointment Systems #510443 with the anticipation that request for proposal (RFP) solicitations will be issued in the future. The information received in the RFI responses may be used to draft future RFP solicitations. To ensure that competitive, defensible, fair and transparent solicitation processes are carried out, it is imperative that all Vendors receive the same information at the same time. To release information from the RFI at this time would preclude a competitive, defensible, fair and transparent solicitation process(es). Therefore, Vendor responses for the RFI are not releasable at this time.
