A copy of the bid submitted in response to the U.S. Army's request for proposals for the site of its Futures Command headquarters, any contracts with third-party providers for services rendered regarding the Futures Command bid, and any marketing budgets regarding Futures Command-related expenditures from August 1st, 2017 to the date this request is processed.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I should note that the address for the request is a bit confusing ... "Wichita Public Records Officer" would indicate it was intended for the City of Wichita, but the street address is for the Sedgwick County Courthouse. I have no idea what the "ORA Office" is - we don't have that within Sedgwick County Government. If the intent was to request records from the City of Wichita, then please see http://www.wichita.gov/Pages/default.aspx. Sedgwick County Government will respond as to records it may have that are responsive and subject to "mandatory disclosure" under the Kansas Open Records Act.

Thank you for the prompt response. Perhaps it would help if I described the request a bit more. There were several news stories in the last two months about Wichita being a contender for this headquarters. E.G., http://kmuw.org/post/kansas-senator-moran-pushing-wichita-future-site-new-army-command

I was wondering if the city had made a bid or been in communication with the Army about that.

P.S. I will make sure these requests are properly addressed in the future.

As Mr. Shelton reported to you, in his response to you yesterday afternoon, Sedgwick County does not have any records responsive to your request. In response to your follow up he reported to you that Sedgwick County Government "did not engage in a formal proposal for the headquarters."

It is possible that the City of Wichita - a distinct local government entity and not part of Sedgwick County Government - may have responsive records. We do not know. The City must receive and respond to its own records requests. You would need to direct a request to the City of Wichita. I suggest that begin by looking at the City's KORA support information at http://www.wichita.gov/CityClerk/KORA/Pages/default.aspx. Information about City of Wichita Economic Development is on the City website at http://www.wichita.gov/Economic/Pages/default.aspx.

I completely understand that the Senator is separate from your city's government, but I thought that perhaps the city had prepared a bid to line up with the Senator's efforts. Could there be another city office which worked on this?
