Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:
1) The names of agencies and organizations with which the Agency shares Automated License Plate Recognition (ALPR) data;
2) The names of agencies and organizations from which the Agency receives ALPR data;
3) The names of agencies and organizations with which the Agency shares “hot list” information;
4) The names of agencies and organizations from which the Agency receives “hot list” information;
This information is easily available within the Agency’s LEARN system. The simplest way to extract this data is to generate an “Agency Data Sharing Report” PDF file from within LEARN. To do this, a user may simply go to the “Sharing” section of LEARN and select “Output Report.” A CSV/XLS file containing these records would also satisfy this request.
The instructions for extracting this data is described on pages 62-63 of the LEARN Agency Manager Guide, which may be found at this link:

This information is easily available within the Agency’s LEARN system. The simplest way to extract this data is to generate a “Dashboard Hit Ratio Report” PDF file from within LEARN. We would prefer the data for each year to be provided separately.

Thank you for the response.
So far, we have responses from more than 50 agencies who did not have an issue providing these records. Vigilant is not a public agency, and not subject to state open records laws. However, they do serve as a host for public information owned by your agency.
So far, records managers have told us the process for exporting this data takes less than 10 minutes.
We urge to reconsider your position and not establish your agency as the outlier when it comes to government transparency.

Good Morning,
I have completed your FOIA request for "2018 Vigilant Data Sharing Information". Someone from our Records Department should be in touch shortly to arrange for delivery as well as payment.
I was able to compile the records pertaining to first part of your request (i.e. the names of agencies and organizations with which the Agency shares ALPR data, etc.). However, there were no responsive records related to the second part of the request which asked for the aggregate data. My IT officer ran the search and advised that no data was found.
