Pursuant to the Wisconsin Open Records Act, I hereby request the following records:

An audit log of all ALPR queries to out-of-state law enforcement agencies between 1/1/2023 and 2/6/2024. This request is not seeking the plate numbers or any personally identifiable information. It is seeking the date and time for conducting a query in the specific date range cited.

A copy of agency policies regarding ALPR queries to out-of-state law enforcement agencies.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your February 6th request included these two items:

1. An audit log of all ALPR queries to out-of-state law enforcement agencies between 1/1/2023 and 2/6/2024. This request is not seeking the plate numbers or any personally identifiable information. It is seeking the date and time for conducting a query in the specific date range cited.
2. A copy of agency policies regarding ALPR queries to out-of-state law enforcement agencies.

I had replied to this request on February 21st with the following respective responses:

1. We are unable to produce a report for this information.
2. We have attached a copy of our policy.

We have produced a copy of our policy and have indicated we are unable to produce a record for item #1. If you wish to receive additional records, please clarify your request.

How aren't you able to produce an audit log? How do you provide oversight of your employees use of the system?

To whom it may concern,

Your request was for “An audit log of all ALPR queries to out-of-state law enforcement agencies between 1/1/2023 and 2/6/2024. This request is not seeking the plate numbers or any personally identifiable information. It is seeking the date and time for conducting a query in the specific date range cited. We are unable to produce a report for this information.” As stated in my previous email, we are unable to produce this record as written. However, if your request is for an audit log for searches our personnel conducted during the same time frame, that record is attached (with vehicle/registration plate information redacted).

In addition, I have attached our supervisory audit report. As of 2024, this process is now documented in a format that can now be converted to a spreadsheet.
