Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:
All records relating to the investigation of Chris Harper Mercer and his involvement in the mass shooting at Umpqua Community College in Oregon, especially as they pertain to his possible use of the website 4chan.org to announce his criminal intentions prior to the shooting. CNN has reported that the Douglas County Sheriff, John Hanlin, and the Douglas Country medical examiner have ruled Harper-Mercer's death a suicide as of Saturday 3 October ( http://www.cnn.com/2015/10/01/us/oregon-college-shooting/ ). Additionally requested is all correspondence pertaining to the surveillance of radical elements of 4chan.org in Washington State in the last five years.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
