We closed your first request because we did not hear back from you by September 7, 2022. However, if you would like us to process the original request, we need you to fully complete and submit a new Declaration of Non-Commercial Purpose. This declaration needs to include your name, mailing address, city, state, zip code, email address, and phone number. Thank you for responding with a complete Declaration of Non-Commercial Purpose. We appreciate your cooperation as we work through the legal requirements related to your request.

We have two more points of clarification before we begin processing your request. First, in your original request, you stated:
Please do not communicate with or direct us to communication or interact with any web app or portal other than direct EMAIL.”

DRS does not provide records to an email address. We will provide them to you through GovQA or through Box, a program that allows for the secure transfer of information. It is our intention to provide this information to you through GovQA. If you prefer Box please let us know.

Second, you have requested a copy of the records provided to the Seattle Times. One of the data fields in this record is the full date of birth of members. Because you are not a news media entity, DRS cannot provide this field to you, so we will be redacting that field under RCW 42.56.250(8).

We plan to send the statewide notification to members in the next 3-5 business days. We will also need to extend the release date by approximately 45 days from the date of the statewide notification in order to provide adequate time for employees to seek an injunction to prevent the release of their records. We estimate that any responsive records will be available on November 18, 2022.

As noted in WAC 44-14-03004, “An agency’s information ‘must be managed with great care to meet the objectives of citizens and their government.’” Agencies need to take reasonable precautions to protect the records, especially when the records contain information about public employees.
