To Whom It May Concern:

Pursuant to the Washington Public Records Act, I hereby request the following records:

Data on all cases of deaths in custody involving an Alaska Native/American Indian woman or girl victim within your jurisdiction(s). For the purposes of this request, "Alaska Native/American Indian" is defined as any individual who was identified as a member of an Alaska Native or American Indian community or as having Alaska Native/American Indian heritage. "Woman or girl" includes all victims identified as females, as well as transgender women.

This request is for basic information on cases as classified above. Such information may include but is not limited to inmate name, location and date of death, age of inmate, cause of death.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

1. List of all instances of an Alaska Native/American Indian woman passed away while incarcerated at a Washington State Department of Corrections prison. You would like this data to include: inmate name, location of death, date of death, age and cause of death. You also would like the data to include transgender women who identify as female.

Clarification is needed. Please provide a timeframe. If clarification isn’t received within 30 days, this request will be closed.

The Washington Department of Corrections is increasing the security level for email messages containing confidential or restricted data. A new Secure Email Portal is being implemented. Outbound email messages from DOC staff that contain confidential or restricted data will be routed to the portal. A notification of the secured message will be delivered to the recipient.

I would also like this data to include American Indian/Alaska Native girls who died while in a juvenile detention facility within the WA DOC system, if any exist.

The time range for the data is 1900 to present.

Thank you for your message. Juvenile institutions are not under the jurisdiction of the Washington State Department of Corrections. Juvenile prisons/institutions are under the Juvenile Rehabilitation Administration (JRA) which is a section of the Department of Social and Health Services (DSHS). You may want to make a records request with DSHS as well, in order to get data on juvenile inmates.

I’ve updated your request as follows:

1. List of all instances of an Alaska Native/American Indian woman passed away while incarcerated at a Washington State Department of Corrections prison from 1900 through present, July 9, 2018, the date your request was received. You would like this data to include: inmate name, location of death, date of death, age and cause of death. You also would like the data to include transgender women who identify as female.
I will start working on searching for responsive data. I will follow up with you within 38 business days, on or before, August 31, 2018.
