Good Morning,
Desk manuals are usually kept for civil service employees like the Secretaries at district/division offices.  It will cover things like how to send a letter, how to set up an meeting, how to handle someone at the public window.  It is a manual that goes over that particular job duties.  There are other staff that keep them but they cover that position's job duties.  You may have some that are 10 years old that have never been updated or ones that have been updated in the last couple of months. It is not mandatory for us to have them but helps if that person leaves the agency to guide the incoming employee.

The Washington State Patrol has so many manuals it is going to take at least 3 installments to provide them all to you.  Since this caused some confusion I will release an installment today and you will be notified of when the next installment will be released.
