Dear Mr. Steinbaugh,

I’m writing to acknowledge receipt of your request for records received January 3, 2024. As submitted, your request is too broad in scope. The Vermont Public Records Act requires that you describe the records you are seeking with as much detail as possible to ensure that the University can locate the records with a reasonable amount of effort. Please provide names or business titles of individuals, specific search terms, and a date range (beginning and end dates) for the records for which you are asking us to search.

Please note that after records are identified, our typical practice is to estimate the amount of time it would take to review and redact (if needed) each record (including each individual e-mail) and generate a cost estimate to respond to your request, then request payment<https://www.uvm.edu/sites/default/files/UVM-Policies/policies/cost_assessment.pdf> as permitted under the Vermont Public Records act before the records are reviewed if we estimate the time required to respond will exceed 30 minutes. Please let us know if you have any questions.

Sincerely,

Office of Compliance and Privacy Services

Hello again, Adam—

Thank you for providing the date range of records you are seeking. Regarding email addresses to search, your terms are still too broad for us to conduct a reasonably efficient search, as each department has numerous employees. If you would like for us to search the email correspondence of “administrators or staff” of the Departments you list, the time it takes us to search, compile, review, redact, and produce the responsive records will be reflected in our invoice<https://www.uvm.edu/sites/default/files/UVM-Policies/policies/cost_assessment.pdf> for labor as permitted under the Vermont Public Records Act, which we will generate once we confirm your search criteria.

We would like to propose that we either start by running a search on the single departmental email addresses for the departments you list (along with Michael Schirling’s emails, as you have already specified him), and you can follow up with a more specific request after reviewing those results; or, you can look up the specific email addresses of the staff whose records you are interested in by searching the Department website and consulting the departmental directory for specific names/email addresses (usually found under the “Menu/Contact Us” option.) Email addresses should be provided in the firstname.lastname@uvm.edu<mailto:firstname.lastname@uvm.edu> format or you may provide first and last names of specific individuals.

Please let us know if you would like to provide specific email addresses, or if we should search departmental addresses, or conduct the search on all departmental employees and we will proceed accordingly.

Thank you,
