I’m writing in response to your request for records received December 18, 2023, in which you asked for the same records that were released to Mr. Steinbaugh in response to [PRA 20231024 / Steinbaugh].

You will see that certain content has been redacted as exempt from disclosure pursuant to the following sections of the Vermont Public Records Act:

* 1 V.S.A. § 317(c)(11) of the Vermont Public Records Act excepts from the definition of public record all student records.
* 1 V.S.A. § 317(c)(17) 1 V.S.A. § 317(c)(17) because they are communications that are preliminary to any determination of policy or action of the University.
* 1 V.S.A. § 317(c)(25) Passwords, access codes, user identifications, security procedures, and similar information, the disclosure of which would threaten the safety of persons or the security of public property.

As provided in 1 V.S.A. § 318(c), of the Vermont Public Records Act, you may appeal to the University’s President my determination that the records you have requested are exempt from production.
