EAB Pipeline Analytics contracts

I’m writing in response to your request for records dated November 29, 2022, in which you specifically requested the following:

1) All documentation since Jan. 1, 2017 of the university's contracts with EAB for the company's Pipeline Analytics service. Specifically, this should include contracts, statements of work, lists of deliverables, successful RFP response packages, sole source agreements, and data privacy agreements. 2) All annual or semi-annual reports prepared by the university enrollment staff or EAB since Jan. 1, 2017 regarding the university's use of the Pipeline Analytics service. This includes, but is not limited to, plans and reports describing the university's use of Pipeline Analytics to inform student list purchases, student outreach, targeted communication campaigns, admissions decisions, and recruiting trips.

3) Design documentation for the university's Pipeline Analytics model including, but not limited to: user manuals, data dictionary(s), variable impact reports, system architecture reports, and model calibration and validation tests.
Regarding your request for all documentation since Jan. 1, 2017 of the university's contracts with EAB for the company's Pipeline Analytics service, I will shortly be sending a link to download the records responsive to your request via our secure FTP service. You will see that several clauses within the produced documents have been redacted as exempt from disclosure pursuant to section 317(c)(9) of the Vermont Public Records Act, which exempts from disclosure confidential business information. As provided in section 318(a) of the Public Records Act, you may appeal to the University's President my determination that the information you seek is exempt from production.
