This is a request under the Freedom of Information Act. I hereby request the following records:

Records relating to Yuri Ivanovich Nosenko (Russian: Юрий Иванович Носенко; October 30, 1927 – August 23, 2008), a KGB defector (his CIA handler was Tennent H. 'Pete' Bagley) and a figure of significant controversy within the U.S. intelligence community, since his claims contradicted another defector, Anatoliy Golitsyn, who believed he was a KGB plant. Please include any records cross-referenced with Anatoliy Mikhaylovich Golitsyn (Russian: Анатолий Михайлович Голицын; born August 25, 1926). I would like to appeal FOIA #1343158-000, as there was no search for material cross-referenced with Anatoliy Mikhaylovich Golitsyn or for previously unreleased records as is implied by any FOIA request and especially by requests which specify search parameters.

I also appeal the "all other" fee category determination, as this is a media request. All records are being made available through MuckRock, and if any records are released which are not entirely redacted, through the Internet Archive. Further, I have written about the Intelligence Community for AND Magazine and specifically written about Yuri Nosenko in one AND Magazine article, with references to his case in another article. The release of new materials will allow me to distribute those documents and provide new analysis and insight on them. As a result, I should be categorized as media and the search fees should be waived.

Thank you for taking the time to read and consider my appeal. I look forward to a complete search being done for records relating to Yuri Nosenko.
