I am appealing the decision to not search for documents and provide only pre-processed documents with an insistence I file yet another FOIA for the documents after the Agency modified the scope of my request to exclude new documents, despite not having contacted me. Taking 5 months to provide 7 pre-processed pages is inexcusable.
