I am appealing the decision not to search for records, and to require a separate FOIA request. No one should have to personally trigger the Rule of Three and open a third FOIPA case merely to get the Bureau to perform a simple search.
That the Bureau took three years to not perform a search is especially inexcusable, and yet inescapably par for the course.
