This is a request under the Freedom of Information Act. I hereby request the following records:
All records concerning United Airlines Flight 663 on 4/7/2010 where the Boeing 757-222 was escorted by two F-16s after a Qatari diplomat smoked in the lavatory then jested that he was trying to light his shoe on fire. Records should include, but not be limited to, audio recordings of communication including United Airlines Flight 663 and/or the F16s as well as all video footage and pictures taken during this incident.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

We have received your request regarding United Airlines Flight 663. Your case has been assigned USNORTHCOM FOIA Case number: FY14-07MAY2014-134.
In accordance with the Department of Defense Freedom of Information Act Program, DoD 5400.7-R and United States Code, Title 5, Section 552 (a)(4)(a)(vi), we are processing your request for a fee waiver for the subject request.
(1) Please provide justification supporting your fee waiver request:
(a) How do the records concern the operations or activities of the government?
(b) Given the records concern the operations or activities of the government, how will disclosure likely contribute to public understanding of these operations and activities?
(c) If there is likely to be a contribution to public understanding, will release of the requested records contribute significantly to public understanding?
(d) Would disclosure be primarily in your commercial interest?
