This is a request under the Freedom of Information Act. I hereby request the following records:

Documents (including memoranda, correspondence, email, invoices, contracts and purchase orders) regarding the Tor Project, including any documentation on any known United States agency use of Tor. Tor is free software designed to make it possible for users to surf the Internet anonymously. It was developed in part with US government funding and released by the Naval Research Laboratory in 2004 under a free license. According to Tor's own records the State Department provides funding under Federal CFDA number 19.345 and Pass-Through numbers F5047-TOR-00 and OITPDOS2013. I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Since 2008, the Department has experienced a 300 percent increase in the number of FOIA and Privacy Act requests it receives annually. The Department processes Freedom of Information and Privacy Act requests on a first-in/first-out basis, and currently has a backlog of approximately
