Records relating to Roscoe Henry Hillenkoetter (May 8, 1897 – June 18, 1982), who was the third director of the post-World War II United States Central Intelligence Group (CIG), the third Director of Central Intelligence (DCI), and the first director of the Central Intelligence Agency and a board member of National Investigations Committee On Aerial Phenomena (NICAP). Please include a cross-reference search for these organizations.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am appealing the integrity of the search. Specifically, no search was performed and only previously released documents were provided. Case law establishes that a search must be performed of all systems reasonably believed to potentially contain materials. No search was done of the Electronic Surveillance (ELSUR) Indices, the Microphone Surveillance (MISUR) Indices, the Physical Surveillance (FISUR) Indices, and the Technical Surveillance (TESUR) Indices, nor was a search conducted for cross-reference records.

I am also appealing the redactions.
