Pursuant to the Freedom of Information Act, I hereby request the following records:
Colonel Sergei Olegovich Tretyakov (Russian: Сергей Олегович Третьяков) Born: 5 October 1956 – Died: 13 June 2010, was the Deputy Rezident of the Russian Foreign Intelligence Service (SVR) in New York City from April 1995 to October 2000. His SVR code name was "Comrade JEAN." He began working secretly for the United States government during 1997 and then defected to the U.S. in October, 2000. In 2005 FBI and CIA officials introduced Colonel Tretyakov to author Pete Early, who then published a book with Colonel Tretyakov called "Comrade J" in 2007. In this book on page 4, Mr. Early relates that Colonel Tretyakov and U.S. officials confirmed that the U.S. government received "thousands of cables" sent between the SVR rezidentura in New York and Moscow Centre, Russia, from 1997-2000, as well as "hundreds" of SVR documents. I would like to receive copies of the SVR cables and the titles of the SVR documents Colonel Tretyakov provided. These are important materials from an organization that remains a threat to the United States. These materials will be of valuable use to scholars and other interested parties concerned about the ongoing Russian security threat. Colonel Tretyakov made clear in the book with Mr. Early and an interview on C-SPAN on January 28, 2008, that he wanted this information made public. Because this material will not be used for commercial purposes and is in the public interest, if there any fees associated with this request I would like them waived.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Estimated Dates of Completion
Requests are processed in the order in which they are received through our multi-track processing system. Requests are divided into two primary tracks--simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Complex requests are further divided into medium, large, and extra-large sub-tracks based upon request size. Simple track requests typically require the least amount of time to process. Currently, simple track cases average approximately 134 days from the date of receipt for processing. Our complex requests in the medium processing track are currently averaging 523 days, large processing track are currently averaging approximately 1,335 days, and extra-large processing track are currently averaging 1,875 days for processing.
