This is a request under the Freedom of Information Act. I hereby request the following records:

Copies of 2002-2008 grant applications filed by David Carpenter from the University of Albany in reference to obtaining an award for the "Hubbard Detoxification Program" or the "New York Rescue Workers Detoxification Project." According to following story featured in the Philadelphia Inquirer in October of 2007, Dr. Carpenter filed at least two grant applications seeking funding for conducting an independent study on this program that were denied:

If possible, I would also like a copy the Summary Statement with the expert opinion of the reviewers for each application, along with the rejection letter or Notice of Award.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest due to the recent information revealed about Dr. Carpenter being awarded a Department of Defense CMDRP grant in 2009 funding a clinical trial on this same controversial Scientology detoxification program that he previously sought funding for from the NIH. Additionally, the requested documents will be made available to the general public, and this request is not being made for commercial purposes.
