This is a request under the Freedom of Information Act. I hereby request the following records:
Michael Ratner (1943 – May 11, 2016) was an attorney, President Emeritus of the Center for Constitutional Rights (CCR), a non-profit human rights litigation organization based in New York City, and president of the European Center for Constitutional and Human Rights (ECCHR), based in Berlin. Please conduct a search of the Central Records System, including but not limited to the Electronic Surveillance (ELSUR) Indices, the Microphone Surveillance (MISUR) Indices, the Physical Surveillance (FISUR) Indices, and the Technical Surveillance (TESUR) Indices, for both main-file records and cross-reference records.
I am a member of the news media and request classification as such. The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am appealing the decision to not notify me in a timely manner, waiting nearly a month, that my documents had been released to someone else. I am also appealing the decision to not perform the search as requested, including failing to search the specific indices requested and to perform the cross-reference searches requested using even the basic terms I had supplied in the original request.
