This is a request under the Freedom of Information Act. I hereby request the following records:
Materials relating to any investigation of L. Ron Hubbard's alleged associated with Tom Driberg and/or the KGB, as well as any association between any of Hubbard's organizations and Russian/Soviet intelligence. See attached for fee category information and a letter released by the Bureau documenting the FBI's awareness of these allegations.
Please see attached for search parameters and fee category information. The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I am appealing the FBI's determination that I did not file a FOIA request but posed questions. There were no questions in the initial letter, and I requested records relating to a specific matter. I did not request the Bureau "to answer inquiries, create records, conduct research or draw conclusions." I did, however, request the agency "to provide access to reasonably described, nonexempt records." The Bureau's claim to the contrary is entirely baseless.
