This is a request under the Freedom of Information Act. I hereby request the following records:

Leroy Fletcher Prouty (January 24, 1917 – June 5, 2001) served as Chief of Special Operations for the Joint Chiefs of Staff under President John F. Kennedy. A former colonel in the United States Air Force, he retired from military service to become a bank executive, and subsequently became a critic of U.S. foreign policy, particularly the covert activities of the Central Intelligence Agency (CIA) about which he had considerable inside knowledge. Prouty was the inspiration for the character "Mr. X" in Oliver Stone's film JFK.

Good morning and thank you for getting back to me.

The file for the subject of your request is 100-HQ-442529. It is currently in processing for another requester with a timeframe of 1964-1967, sections 1-130. To date, 13 releases have been made consisting of approximately 5,800 pages. We can provide this material to you as a preprocessed item. This other FOIA has potentially responsive pages set at 33,000. Please note not all sections were able to be located. If you are interested in the material from this other FOIA request, after receipt of the current released material, please consider reopening your request over time to pick up newly released materials. It may be a more efficient way to receive preprocessed material at intervals of 6 months or a year. Please let me know if this approach is acceptable to you.

Otherwise, if you want to pick up additional file sections following the 1967 timeframe, I’ve estimated approximately 5,731 pages. This page count would still be in the large track queue, which currently has an estimated completion date of 33 months. If we limit the size to move into the medium track (estimated 8 months for processing(), we could move forward with your request addressing sections 131, 134, 136 serial 2588, and section 137. These sections are reflective of activity in 1968.

My apologies, I just realized I was using the wrong FOIA # for your case. The correct FOIA # is 1358147-000 for your subject on Communist Influence in Racial Matters. Please excuse any confusion that may have stemmed from this. Also I stated the extra large case track of 33 months instead of 22 months for processing of large cases in the queue. Well I certainly overlooked the fact that your request came in as an appeal. In the email I sent this morning, the last sentence referencing closing case upon completion of receipt of the preprocessed material should not have been added. To clarify, your case will remain open and move forward with all responsive documents to be processed. The preprocessed material should be made available to you. Your request will be linked to the other FOIA case for the remaining material to be reviewed in that case. In addition, there are sections to the 100 file that will need to be also added to your request for review.
I do apologize for informing you that the case would be closed, I was in error.
