This is a request under the Freedom of Information Act. I hereby request the following records:
Documents describing, mentioning, defining, creating or terminating the "Jade Channel" or its use. The existence of the "Jade Channel" has been acknowledged by the Bureau in FOIA release 1366648-000, File 2 Section 01, page 85 in a memo between the FBI Director and SAC James Startzell, dated November 11, 1971. Please see attached for fee information and search parameters (in addition to the lead already provided).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am appealing the integrity of the search, as a simple search of the index is not fully and reasonably calculated to locate appropriate responsive documents. Not only does the Bureau appear to have ignored the lead provided, but merely performing an index search would seem to ignore the Bureau's own resources for identifying different internal channels. If the FOIA office's search was fully and reasonably calculated, then the Bureau is asserting that it's impossible for it to identify it's own national security channels, which would be tantamount to pleading incompetence at the most critical levels.
