This is a request under the Freedom of Information Act. I hereby request the following records:

Documents tracking the number and/or severity of incidents attributed to Al-Qaeda in Iraq since 2004. The existence of such documentation was implied in Matt Olsen's recent testimony to a Senate committee regarding Al-Qaeda's activities in Iraq. (http://www.usatoday.com/story/news/world/2013/11/14/shiites-iraq-bombs-ashoura/3524941/)

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

With regard to DF-2014-00040, ODNI components are still searching for responsive documents. Initial responses indicate that other government agencies' equities may be involved, in which case we are required to consult with those other government agencies prior to any release. This considerably increases the response time. We are unable to provide an accurate estimate of completion at this time.

While processing your FOIA request 14-0094, our Subject Matter Expert (SME) determined that several documents, though similar in nature to others, are believed to be non-responsive in nature. Under the law we are required to consult with you and ask if you would consider relieving us from providing any unclassified non-responsive information. If you so choose not to relieve us, we will be require to segregate the classified information and release the unclassified portions to you vice withholding these documents in their entirety if you were to relieve us. Please note that we are in final stages of the release process and performing the segregation process will in fact require us to return the documents to the SME who may have competing obligations, which could delay our response to you.

This letter is a formal appeal regarding FOIA request number 0207-2014. My original request asked for "Documents tracking the number and/or severity of incidents attributed to Al-Qaeda in Iraq since 2004." In response ODNI provided 22 pages of two briefings dated April 26, 2012 and January 17, 2013. This response is appreciated but woefully incomplete.

The documents provided are titled "Iraq: Weekly Security Update", which implies that updates are provided every week, for a possible total of 52 updates per year. Respectfully, I must ask that you search for additional responsive documents that are similar to those already provided.

In making this appeal I reiterate my request for a fee waiver as a freelance journalist reporting in the public interest. The documents will be posted publicly at the MuckRock website and I plan to review and write about them. This FOIA request is made in the process of news gathering and not for commercial usage.
