This is a request under the Freedom of Information Act. I hereby request the following records:
Records relating to, mentioning or describing Gary Stephen Webb (August 31, 1955 – December 10, 2004) was an American investigative reporter, best known for his "Dark Alliance" series, which appeared in the Mercury News in 1996. The series claimed that members of the anti-government Contra rebels in Nicaragua had played a major role in creating the crack-cocaine trade, using cocaine profits to support their struggle. It also suggested that the Contras may have acted with the knowledge and protection of the Central Intelligence Agency (CIA). The series provoked outrage and led to four major investigations of its charges. FOIA case law establishes the extent to which agencies MUST search all records system reasonably believed to contain responsive documents, even if it means contacting former employees. Truitt v. Department of State, 897 F.2d 540, 542 (D.C. Cir. 1990) makes it explicitly clear that it is the obligation of the Department to “conduct a search reasonably calculated to uncover all relevant documents.” In addition, the Justice Department’s May 2004 FOIA Guide states that an agency “cannot limit its search to only one record system if there are others that are likely to turn up the information requested.”

I am appealing the OIG's decision not to provide the documents I requested in request 16-0IG-171. A link is not satisfactory, the Agency must provide copies of the actual documents - not merely links to them.
The CIA uses this basis for restricting what can be accepted as obituary pages. As that is the standard legal practice, it also applies to releasing documents; a link is not responsive - documents are.
