This is a request under the Freedom of Information Act. I hereby request the following records:

Copies of all slideshows or other training materials used by HSI/Cornerstone special agents since Jan. 1, 2014 to to train and inform private partners, such as banks, investment funds and casinos. The existence of these presentations is directly referenced in a Cornerstone Outreach Initiative memo recently released to MuckRock. The memo states that "HSI special agents have conducted more than 13,370 Cornerstone outreach and training presentations to 291,000 participants nationwide."

I also request that all fees be waived as I am a journalist -- employed by MuckRock and the Boston Globe -- and intend to use any pertinent information I receive as a result of this request to educate the public.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Hello,

I am writing to appeal your decision to classify me as a commercial requester for the purpose of FOIA request 2014FOIA16084.

You write in your April 28 letter denying my request for a fee waiver that I have not presented convincing arguments to warrant a blanket fee waiver for MuckRock News.

It is becoming exceedingly frustrating that every time I file a FOIA request with your agency I must correct your errors.

As I have stated in previous letters, I am not requesting a blanket flee waiver for MuckRock. I made it very clear in my original request that I was asking only that I, as an individual journalist, receive a fee waiver.

I have provided your agency with evidence of my work as a journalist a dozen times, but once again, here are links to some of my recent articles:

I have no commercial interest in obtaining HSI's training presentations. In fact, I'm not sure how anyone could profit from such documents.

There is, however, a large public interest in learning how federal agents interact with the third-parties they are charged with investigating.
