This is a request under the Freedom of Information Act. I hereby request the following records:

Any and all documents relating to the practice of changing an individual's sexual orientation or gender identity through therapy. Please include any reports, spreadsheets, PowerPoint presentations, memoranda, studies, directives, press releases, academic publications, presentation notes, communications and internal emails containing the phrases “Conversion Therapy,” “Sexual Orientation Change Efforts (SOCE)," “Gay Conversion Therapy,” “Ex-Gay Therapy,” “Reparative Therapy,” and/or “Same-Sex Attraction (SSA) Therapy."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

My name is Gorka Garcia-Malene. I am the FOIA Officer for NIH. We received your FOIA request on March 6, seeking:

Any and all documents relating to the practice of changing an individual's sexual orientation or gender identity through therapy. Please include any reports, spreadsheets, PowerPoint presentations, memoranda, studies, directives, press releases, academic publications, presentation notes, communications and internal emails containing the phrases "Conversion Therapy," "Sexual Orientation Change Efforts (SOCE)," "Gay conversion Therapy," "Ex-Gay Therapy," "Reparative Therapy," and/or "Same-Sex Attraction (SSA) Therapy."

I have conducted a search of our website and don't see any references to the above terms. In addition, I am not aware of where within the agency this work would unfold. In other words, I don't know of an agency employee who would be familiar with the subject area and who would know where to locate any responsive records. Please provide sufficient clarity as to where within the NIH's 27 institutes and centers you expect these records to exist by March 22, 2018, if you would like for us to log this request. As it stands, your request is not reasonably described.

Hello Gorka,

On the HHS website I was able to find a reference to one of the terms referenced in my March 6th, 2018 request under "HHS Reports on the health of LGBT Americans." There is a link to a 2015 report by the Substance Abuse and Mental Health Services Administration titled "Ending Conversion Therapy: Supporting and Affirming LGBTQ Youth."

Presumably, this work may fall under the Office of Sexual and Gender Minority Research Office (SGMRO).
