Dear Mr. Meadors:

Thank you for submitting your Freedom of Information Act (FOIA) request to
the National Archives and Records Administration via *FOIAonline*. We
received your request on August 31, 2021. Your request asks for
copies of legislation
related to the Congressional investigations, as well as a copy of the
Congressional investigations themselves, of the attacks on the USS Pueblo,
USS Liberty, USS Stark, USS Cole and the 1983 Bombing of the Marine
Barracks in Beirut.

Our office uses *FOIAonline* for FOIA and Privacy Act requests for the
National Archives and Records Administration's operational records (records
created by this agency). Since your request is about records of the
legislative branch, which are not subject to FOIA, it is being referred as
a reference request to the Center for Legislative Archives located at our
Washington, DC facility. Since the Center does not process requests
through *FOIAOnline*, we removed your request from the *FOIAonline *website.
Center staff will assign your request a new tracking number, and respond
directly to you. If you need to contact the Center in the future, you may
do so by mail or email to the addresses below (email is preferred):

For your reference, a copy of your request is below.

Due to the COVID-19 pandemic, and pursuant to guidance received from the
Office of Management and Budget (OMB), federal agencies have adjusted their
normal operations to balance the need of completing its mission-critical
work while also adhering to the recommended social distancing for the
safety of our staff. As a result of this re-prioritization of activities,
you may experience a delay in receiving a substantive response to your
request. We apologize for this inconvenience and appreciate your
understanding and patience.

From: National Archives and Records Administration

Dear Mr. Meadors,

Your request was forwarded to us at the Center for Legislative Archives. I
am writing in further response to your Freedom of Information Act (FOIA)
request of September 2, 2021, for records in the custody of the National
Archives and Records Administration. The records you have requested are not
subject to the FOIA. Pursuant to 36 CFR 1250.6 (c) FOIA applies only to the
records of the executive branch of the Federal government; therefore it is
not applicable to the records of Congress and the legislative branch.

I have been unable to identify any files in the records of House and Senate
committees related to an investigation of the 1967 USS Liberty incident.
As far as I can tell, the investigation held by the Naval Board of Inquiry
seems to be the primary government investigation into the incident. For
more information on modern Navy Records please contact our College Park
facility at archives2reference@nara.gov

I have found two reports from House and Senate committees related to the
USS Pueblo and attached them to this email. I have been unable to identify
any investigations conducted by House or Senate committees into the USS
Stark or USS Cole attacks - if you have any information regarding specific
reports, committees, or investigations I will be happy to look into it
further.

I have also attached a report of the activities of the House Intelligence
Committee for the 98th Congress - page 7 of the report includes a reference
to an investigation by the committee into the bombing of the Marine
Barracks in Beirut. However, I was unable to locate any committee records
related to the investigation.

This completes the processing of your request. If you have any questions,
you may reach me at 202-357-6823 or adam.berenbak@nara.gov

Because these records are not subject to the FOIA, we do not consider this
a denial. However, if you are not satisfied with our action on this
request, your options for appeal or dispute resolution are outlined on the
attached enclosure.

Sincerely,

Adam Berenbak
