To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

A list of the Primary Investigator names and their grant Application Titles, from Pre-Application submission information recorded in the EBRAP system, who have received an invitation to submit a grant application under Fiscal Year 2015 funding in the Gulf War Illness Research Program (GWIRP) under the following Award Mechanism categories:

New Investigator Award (Funding Opportunity # W81XWH-15-GWIRP-NIA)
Investigator-Initiated Research Award (Funding Opportunity # W81XWH-15-GWIRP-IIRA)
Innovative Treatment Evaluation Award (Funding Opportunity # W81XWH-15-GWIRP-ITEA)
Clinical Trial Award (Funding Opportunity # W81XWH-15-GWIRP-CTA)

I also request that, if appropriate, fees be waived as I believe this request is in the public interest due the recent information revealed about one of the previously awarded GWIRP ITEA grants funding a clinical trial on a controversial Scientology detoxification program. For more information, please see:

Additionally, the requested documents will be made available to the general public, and this request is not being made for commercial purposes. In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Ms. R. M. Seibert
