Pursuant to the Freedom of Information Act, I hereby request the following records:
Any and all DHS/CBP records regarding the late Idriss Déby (June 18, 1952 – April 20, 2021) of Chad. He was President of the Republic of Chad from December 1990 to April 2021.
Of interest are all records of Déby's travel and entries in the United States, as well as records concerning trade.
Idriss Déby's death was widely reported in 2021 (see attachment); these records should thus be assumed to have diminished privacy interests from the FOIA Exemption 6, 7(C) as well as the Privacy Act. Release of the information serves the public interest in the international relations of the United States of America with the Republic of Chad and with Africa.
