As a member of the news media and frequent contributor to publications like The New Republic, The Intercept, and The Nation, I ask that any associated fees be waved.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

This is inform you that your request was assigned to BIS’ Office of Antiboycott Compliance (OAC).  BIS/OAC is an extremely small office and a search of this magnitude would significantly (if not entirely) impede their ongoing work.  BIS/OAC requests that the scope and timeframe of the request be reduced as follows:
As you know, BIS/OAC has for its mission enforcement of Regulations against any unsanctioned boycott, including its primary focus, the Arab League boycott of Israel.
BIS/OAC believes that the search terms “Israel Boycott” and “Israeli Boycott” would generate a substantial, even overwhelming, volume of documents which would not in any way relate to  the “Boycott Divest Sanctions movement” (BDS),  a movement which is not within the auspices of BIS/OAC.  Virtually every document, email, writing, etc in BIS/OAC references directly or indirectly the “Israel Boycott” or ‘Israeli Boycott” as these  terms  capture the regular work of BIS/OAC;  most if not all of those documents, would be withheld under (b)(3) and none of those documents would relate to BDS which is not subject to BIS/OAC’s regular mission.
BIS requests that you limit the search terms to “BDS” and “boycott divest sanction," and to documents held by BIS/OAC to produce the documents you are seeking in a timely manner.  BIS also requests you reduce the date range from 20 years to five years.
BIS also offers to requester the guidance that settlement documents (including Proposed Charging Letter, Settlement Agreement and Order) related to each and all of OAC’s  administrative enforcement cases (involving compliance with the Arab League boycott of Israel) from 2007 through the present are available on line at the Office of Antiboycott Compliance page  at www.bis.doc.gov.  Your response is due by May 10, 2021.  Note that if we do not hear from you by the due date, your request will be closed. I'm writing to appeal a redaction on the following page of my recently completed FOIA request: 2021-FOIA-00816: pg 354 of the file _BIS-2021-001257 review part 2_redacted.pdf. Please find the page in question attached.

Firstly, I would like to appeal the (b)(7)(c) redaction at the top of the page. As you know, (b)(7)(c) refers to records or information compiled for law enforcement purposes, but only to the extent that the production of such law enforcement records or information could reasonably be expected to constitute an unwarranted invasion of personal privacy.

This redaction does not refer to law enforcement purposes. The content of the email and the subject header makes clear that this was forwarded by a DOC official. Furthermore, the identity of this sender is crucial to understanding whether or not a BIS official lobbied a foreign government on behalf of the United States. Furthermore, even if a determination to redact the senders name is reached, the identifiers in the second half of the senders email address identifying the domain name rather than the individual's name in no ways meets the criteria for (b)(7)(c) as it would reveal only the email domain and not the sender's actual name.

Furthermore, I would like to appeal the two other (b)(7)(c) redactions on the page as I do not believe they constitute an unwarranted invasion of personal privacy.
