Pursuant to the Freedom of Information Act, I hereby request the following records:

Investigative documentation from the breach of ARPANET in 1983. The individual arrested for this breach was a hacker known as "darkdante". Please include any memorandums, briefings, handwritten notes or other recorded material related to the damage caused by this breach, its investigation, and the cost to undo the damage.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Ms. Crose,

This is in response to your Freedom of Information Act request of September
23, 2022 for records relating to the breach of the Advanced Research
Projects Agency Network (ARPANET) in 1983 by an individual known as
"darkdante". Your request was received in this office on September 26, 2022
and assigned FOIA case number 22-66108.

For our search, we focused on Record Group 371 - Records of the Defense
Information Systems Agency for records of the Defense Communications Agency
and Record Group 330 - Records of the Office of the Secretary of Defense,
which has records on the Advanced Research Projects Agency.

Within Record Group 371, we searched in the series “Classified Publications
Background Files, 1961-1987” (Entry UD-UP 4 and Entry UD-UP 7), “History
Source Material” (Entry UD-WW 70), “Research and Development Studies
Relating to Information Processing, ARPA” (Entry UD-13W 17), and “Worldwide
Military Command and Control System Program Files, Electronic Systems
Division” (Entry UD-10W 2).

Within Record Group 330, we searched in “Chronological Files, Office of the
Director, ARPA” (Entry UD-15W 5 and Entry UD-18W 63), “Study Files and
Weekly Reports, ARPA, 1976-1985” (Entry UD-15W 6), and “Congressional
Correspondence Files” (Entry UD-UP 733).

We did not locate records relating to an investigation to a breach or
records of the investigation into or the arrest of “darkdante” from 1983
during our search.

We do not consider this a denial of your FOIA request. However, if you are
not satisfied with our action on this request, your options for appeal and
dispute resolution are outlined in the attached enclosure.

This concludes the processing of your request.
