From: Jason Smathers

To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

All records on, about, mentioning, or concerning Anonymous. Records searched should include, but not be limited to reports which are numbered using the numbering system "IA-0000-11" where 11 is the year of the report and 0000 is the number of the report which is updated sequentially. Please search all records created between 1/20/2001 and the date this request is processed.

Anonymous (used as a mass noun) is a group, spread through the Internet, initiating active civil disobedience, while attempting to maintain anonymity. Originating in 2003 on the imageboard 4chan, the term refers to the the concept of many online community users simultaneously existing as an anarchic, chaotic, global brain.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Jason Smathers

Mr. Smathers,

I have received several inquiries into your attached
FOIA case and with that said I would like to ask if you could narrow the
scope of your request to a specific group or entity within "Anonymous".
As it is currently written is very broad.

I will await your response to our request for a narrowed
search and until we hear back from you your FOIA Case will be held in
abeyance.

thanks

From: Jason Smathers

You said that you "have received several inquiries into your attached FOIA case." Can you please explain who is inquiring and what exactly they are inquiring about?

My request said: "Records searched should include, but not be limited to reports which are numbered using the numbering system "IA-0000-11" where 11 is the year of the report and 0000 is the number of the report which is updated sequentially."

Can you please inform me if you have searched the aforementioned records yet?

Also, do you have any suggestions as to how you would like my request narrowed? If you wish me to narrow the request to a specific group within anonymous, can you first provide me with a list of groups within anonymous you have records on? Concerning the reports mentioned above, please search them for any group within anonymous.

From: "Tucker, Tony" <Tony.Tucker@HQ.DHS.GOV>

Mr. Smathers,

The referenced FOIA request of Anonymous is very broad as there
are as I'm being told wide ranging interest groups that fall into this
category, i.e., PETA, Occupy DC, Environmentalists groups to name just a
few.

We will do all that is possible to provide you with exactly what
you want but first must be clear as to what will render responsive
records regarding your request.

Thank you

From: Jason Smathers

You can limit the search to the larger group "Anonymous" rather than any specific smaller group that identifies with Anonymous.

Thanks!

From: Jason Smathers

Can you please use [redacted]@requests.muckrock.com in the
future for this specific request?

Also note the physical address I used for this request is different.

I want to be sure to keep requests separate when they are news media requests via MuckRock or personal, non-commercial requests made from another address in most cases.

From: "Tucker, Tony" <Tony.Tucker@HQ.DHS.GOV>

Mr. Smathers,

We have held your FOIA request in Abeyance as I we would like
for you to narrow the search of your request as stated below. As we are
striving to provide our requestor's with responsive documents I would
again ask that you narrow the scope of your request to a more specific
group.

From: Jason Smathers

On Oct. 28, 2011, I informed you that "you can limit the search to the larger group 'Anonymous' rather than any specific smaller group that identifies with Anonymous." In my inital request dated Oct. 17, 2011, I provided the following description: "Anonymous (used as a mass noun) is a group, spread through the Internet, initiating active civil disobedience, while attempting to maintain anonymity. Originating in 2003 on the imageboard 4chan, the term refers to the the concept of many online community users simultaneously existing as an anarchic, chaotic, global brain."

Further, I have asked that this request include a search of reports for the term "anonymous." I further specified the specific types of reports to seach by including: "reports which are numbered using the numbering system "IA-0000-11" where 11 is the year of the report and 0000 is the number of the report which is updated sequentially."

I have informed you of the specific reports to search and provided a single search term to use. There is no reason to hold this request in Abeyance, as I have been very clear.

If the results of the search end up with a large number of reports, I would agree to first recieving an index of reports or the title page and abstract of each report so that I can pick the specific reports which I wish to see in their entirety.

Please conduct a search as soon as possible.

Regards,
Jason Smathers

Your letter states it is a final response, however, the letter leaves me expecting further communication. Can you please clarify?

Furthermore, please note that I did respond limiting the search. Additionally, I'd be willing to limit the search further to more recent records if you feel it would be of help.

Please let me know.

Mr. Smathers,

In reading your replies back you wanted: "the larger group
"Anonymous" rather than any specific smaller group that identifies with
Anonymous". I appreciate your offer to limit the search to more recent
records and do believe that by doing so it would be quite helpful in our
search. If you would please advise on how recent you would like for us
to search.

Thanks for your willingness to work with us on this request as
it is very much appreciated.
