Please ask me any questions you have via email. As this request will be made public on muckrock.com and those questions may be helpful to other requesters in the future.

Also, phone calls are less likely to produce a record and I would like this requests communication to have a full record that easily can be accessed in case of appeals.

From: Joanne Wall

Mr. Mackie,

I completely understand your concerns and thank you for your explanation.

The reason for my contacting you is to discuss whether you might be amenable to clarifying your Freedom of Information Act (FOIA) request to mean that you do not seek publicly-available or widely-circulated records, including news reports and news articles. It has been our experience that inclusion of such publicly-available or widely-circulated records can delay the processing of FOIA requests.

Please let me know if you have any questions.

Exclude emails/records that have just a link to an article, but please include emails with a substantive comment from Mr. Pai. Substantive = more than just one word comment.

From: Joanne Wall

Mr. Mackie,

We will do so. And thank you for clarifying your request.
