I am appealing the decision to provide only preprocessed records, and to make me file new requests. The original request was clear in its scope and that it explicitly was not limited to preprocessed records. Taking years to provide only preprocessed records and calling it "expeditious" and then requiring yet another FOIA is beyond egregious.
